Cordell Hull.
Hull represented Tennessee in the U.S. House and Senate, and he served as U.S. secretary of state from 1933 to 1934. He won the Nobel Peace Prize in 1945. He signed this photograph and addressed it "To Hon. Frank W. Boykin--with highest esteem."
