Congressman William B. Bankhead.
Bankhead represented Alabama in the U.S. House of Representatives from 1917 until his death in 1940, and he was elected Speaker of the House in 1936. He signed this photograph and addressed it "To my dear friend and colleague. Frank Boykin."
