Summary:In his panel discussion, Fraser examines the current problems with the cultural exchange of students between China and the Soviet Union. He gives a little background on the field, in addition to his own experiences trying to enter China as a researcher. He explains how political problems between countries become problems for researchers and students trying to do comparative studies in education. He describes China's attitude to both the United States and the Soviet Union, as well as the Soviet Union's attitude toward the Chinese. He says that what was a relatively open exchange ten years ago has now been completely cut off, and each party is blaming the other for the rift and calling upon the other to fix things.
