description General William Luther Sibert and Prime Minister Georges Clemenceau. William L. Sibert, born October 12, 1860, in Little Wills Valley, Etowah County, Ala. He was a graduate of the West Point Class of 1884 and a Major General in the United States Corps of Engineers. He was the head engineer of the Atlantic Division in the construction of the Panama Canal, which he later wrote a book entitled, “The Construction of the Panama Canal.” He began the Chemical Warfare Service during World War I and Camp Sibert in Etowah County, Ala., the first Chemical Warfare Center was named in his honor. In 1915 he was promoted to the rank of Brigadier General. He oversaw the construction of the Alabama State Docks in Mobile in the mid-1920’s and later became the first chairman of the Alabama State Docks Commission. He died on October 16, 1935 and was buried at Arlington National Cemetery.
