Phillips, ROTC First Sergeant 2
Phillips was a student at Jacksonville State College (now Jacksonville State University) in the 1960s. In 1966-1967 he was a First Sergeant, Cadet Sergeant, as part of the ROTC E CO, or Echo Company, Second Battalion.
