The men speak in support of recommendations offered in support of the Special Education Study Commission: "Alabama ranks either close to or at the bottom among the fifty states of the United States. It is undeniable, I believe, that our children are not receiving an equal opportunity for educational study, advance, and progress with those of many other states around us. The commission, as a first step, determined that we would try to compare Alabama with the southern regional states, that we would try to produce the program which would bring us to the southern regional average. We came forth with recommendations after fifteen months of study that indicated that it would require $201 million to bring Alabama educational opportunity to the level of the southern regional average.." (Stone was the state superintendent of education, Rose was the president of the University of Alabama, and Philpott was the president of Auburn University.)
