For the men and the women who enter prison today to pay their debt to society will one day by and large return into that same society the conditions under which they spend their confinement will be a determining factor in the type of citizen they make once on the outside. Aside and apart from the very important factor of social adjustment you might also look at this from a cold business position the fewer inmates the less the tax burden."
