Letters between Lloyd M. Hooper and Leslie Gilbert, in Montgomery, Alabama.

In his letter, Gilbert explains the "recent exodus from Alabama, largely from the farming section of from sixty to seventy five thousand negroes" and the resulting labor shortage. He suggests a number of solutions, including employing "interned German citizens" in the fields.
