In the fifth letter, the Council of National Defense encourages "families who are in the habit of giving each other Christmas gifts shall this year put into the purchase of War Savings Stamps or Government Bonds or into the support of war charities the amount of money which usually they collectively spend on their presents." In the last letter, Frank S. Moody, chairman of the Tuscaloosa County Council of Defense, indicates that toy merchants in Tuscaloosa favor "the shutting off of the toy trade this coming Xmas."
