Letter from George R. Gilmer to Richard Blount, chairman of the board of commissioners for the Oconee Navigation Association.

In the letter Gilmer informs Blount that the state-owned slaves ("public hands") who are working for him on the Oconee River should be taken to Milledgeville, Georgia, where they will be put to work on "the improvement of the roads and rivers in this State."
