description In the letter Hughes describes the recent arrest of Semmes, which he considers to be a violation of the parole that was granted him on April 26,1865. According to the parole, Semmes was "permitted to return to his home, not to be disturbed by the United States authorities, so long as he obeys the laws in force where he may reside"; his arrest on December 15, 1865, was for "charges predicated upon his acts as a rear admiral in the Confederate Navy...committed ten months before his parole and well known when it was granted." Hughes asks President Johnson to consider the matter, "appealing to the laws of nations and to the good faith and honor of the Government of the United States in the premises."
