In the first letter, written April 11, 1917, Lee suggests that United States should build its army through volunteers first, and use conscription only to fill out the lower ranks: "Many a man will volunteer when he would feel disgraced to be conscripted, and I believe that a thousand volunteers (as they more frequently come from the higher class of our citizens) will be worth 10,000 of the non-descript kind gotten together by conscription." The second letter, written by an assistant of Bankhead's on April 14, 1917, acknowledges receipt of Lee's letter. The Selective Service Act, which required men from ages twenty-one to thirty to register for military service, was passed in May 1917. At the time of the correspondence, Bankhead was representing Alabama in the United States Senate. He served in the United States House of Representatives from 1887 to 1906, and in the Senate from 1907 to 1920. |
