The second chapter accuses Reuben F. Kolb, who ran for governor as a Populist in 1892 and 1894, of leading his supporters to the Republican party. The third chapter provides the response of Congressman William C. Oates to opponents who had accused him of acting contrary to the principles of the Democratic party. The fourth chapter addresses criticism of the Sayre Act, which allowed the governor to appoint officials to oversee and assist in county voting. The last chapter gives a report on Alabama's financial condition, which "demonstrates that the people of this State have been benefited beyond measure by the administration of the Democratic Party."
