Summary:The Commissioners of Claims, also known as the Southern Claims Commission, was created to address claims for personal property loss made by citizens in Southern states after the Civil War. This option was only available to those who had remained loyal to the Union, however: "The petition must state that the claimants are citizens who remained loyal adherents to the cause and the Government of the United States during the war, and were so loyal before and at the time of the taking or furnishing of the property for which claim is made."
