Summary:This report was presented by Comptroller Joel Riggs to the legislature. In it, he documents the financial condition of the state, listing receipts and disbursements to and from the state treasury. In addition to the detailed narrative, he also includes several tables of itemized expenditures and taxes collected. Of particular interest are the last two, which include data on the numbers of enslaved people, "free negroes and mulattoes," and "white males" in the state.
