This report was presented by Comptroller M. A. Chisholm to the legislature. In it, he documents the financial condition of the state, listing receipts and disbursements to and from the state treasury. In addition to the detailed narrative, he also includes several tables of itemized expenditures and taxes collected. In the report (the first written after the Civil War and the abolition of slavery), Chisholm comments on the shortcomings of the state's new revenue laws that were passed in early 1866, acknowledging the challenges the legislators faced in creating them: "Under these circumstances it devolved upon you to enact such laws as would supply a depleted Treasury with funds to meet the constant demands made upon it, without increasing too much the burthens of our people, already heavily ladened by the internal revenue system of the General Government. To do this, was no easy task. The recent abolition of slavery in the State; the new relation of capital and labor among us, induced by that event; the sudden impoverishment of a large class of our citizens; and the change that necessarily occurred in our social condition, enhanced the difficulty of your labors." |
