Summary:This report was presented by Comptroller Joel Riggs to the legislature. In it, he documents the financial condition of the state, listing receipts and disbursements to and from the state treasury. In addition to the detailed narrative, he also includes several tables of itemized expenditures and taxes collected. Of particular interest is Statement No. 6 ("Showing total assessments of Real and Personal Property in the several counties in the State for the years 1851 and 1852"), which includes data on the numbers of enslaved people, "fund for slaves executed," "free negroes and mulattoes," and "white males" in each county.
