description This report was presented by Comptroller W. J. Greene to the legislature. In it, he documents the financial condition of the state, listing receipts and disbursements to and from the state treasury. On pages 11 and 12, he argues for an increase in the amount of taxes collected on enslaved people: "Slave property between the ages of 15 and 60 years, generally speaking, is as productive to its owners as lands, and no sound reason is perceived why it should not be able to bear the same rate of taxation." In addition to the detailed narrative, he also includes nine tables of itemized expenditures and taxes collected. Of particular interest is Statement No. 6 ("Showing the total of each item of taxable property in each County, and the amount of State Taxes assessed for the year 1861"), which includes data on the numbers of enslaved people, "Free Negroes," and "White Males" in each county.
