Originally served in the U.S. Navy and later commanded merchant marine steamships. Commissioned as a captain in the 1st Louisiana Artillery at the outbreak of war. After promoting through the grades, Higgins was promoted to brigadier general in October 1863. Major campaigns and battles include the defense of New Orleans (captured and exchanged) and Vicksburg (captured and exchanged). Assigned to the defenses of Mobile in November 1863. Left the command in September 1864 and never held another command. After the war, Higgins entered the import and insurance business.
