Isaac Harvey ("Honest Ike") Vincent.
Vincent served as Alabama's state treasurer from 1878 to 1883. He fled after stealing $200,000 in state funds; he was arrested in Texas and convicted of embezzlement. This image appeared in an issue of The Montgomery Advertiser in March 1887.
