Dr. Francis W. Sykes of Decatur, Alabama.
Sykes was a member of the Alabama House of Representatives from 1855 to 1856 and from 1861 to 1865. He served in the Alabama Senate from 1865 to 1866, and he was a delegate to the state's constitutional convention in 1875.
