Thomas LaFayette Bulger of Tallapoosa County, Alabama.
Bulger was a member of the Alabama Senate from 1886 to 1889 and in 1915. He served in the Alabama House of Representatives from 1898 to 1901 and in 1907, and he was a delegate to the state's constitutional convention in 1901.
