From the article: "Oh, the building's just a symbol, he says, a symbol of what surrounding white communities dislike most about all-black Hobson City. A symbol, he says, of racial-based jealousy because blacks grabbed up a large hunk of federal dollars and started building a city hall to rival that of any white dominated local government in the area."
