In 1977, Eddy had been appointed sheriff of Madison County, Alabama, by Governor George Wallace to fill the unexpired term of his Sheriff Dave Headrick, who had been dismissed for committing a civil rights violation. Before that appointment, under the direction for Attorney General Bill Baxley, he had reopened the investigation into the 16th Street Baptist Church bombing, which led to the conviction of Robert E. Chambliss.
