He had asked Governor Guy Hunt to remove the flag by noon on February 2, 1988, which was the first day of the new legislative session. When the governor did not comply, Reed, joined by fellow Black legislators and civil rights activists, marched to the Capitol. Reed and thirteen of the participating legislators were arrested for trying to climb the fence, which had been erected around the building for a restoration project.
