In 1968, Manley ran for a seat in the U.S. House of Representatives, but he narrowly lost the Democratic nomination to Walter Flowers of Tuscaloosa. Manley served in the Alabama House of Representatives from 1967 to 1983, and he was a member of the Alabama Senate from 1987 to 1991.
