The consideration of such special rule shall not exceed thirty minutes, when a vote shall be taken thereon; and if two-thirds of the members elected shall vote to limit debate, then said rule shall have been adopted by the Senate; provided, however, if a majority of the members elected shall vote to limit debate on a proposed amendment to the Constitution of Alabama, then said rule shall have been adopted by the Senate." This photograph was taken during a filibuster was about George Wallace's proposed amendment that would allow a sitting governor to run for a second term of office, but opposition to the rule change led to a secondary filibuster.
