The notice, signed by Senator James S. Clark, reads as follows: "Notice is hereby given that a resolution will be offered by the Committee on Rules on the next legislative day that Senate Rule 19 be amended to read as follows: Rule 19. The committee on rules may at any time report a special rule that debate on a pending measure shall cease at a certain hour and a vote be taken on the measure. The consideration of such special rule shall not exceed thirty minutes, when a vote shall be taken thereon; and if two-thirds of the members elected shall vote to limit debate, then said rule shall have been adopted by the Senate; provided, however, if a majority of the members elected shall vote to limit debate on a proposed amendment to the Constitution of Alabama, then said rule shall have been adopted by the Senate." This photograph was taken during a filibuster was about George Wallace's proposed amendment that would allow a sitting governor to run for a second term of office, but opposition to the rule change led to a secondary filibuster. |
